We are looking for a Licensing, Enforcement & Contracts Officer to join our local authority client

The contract will be for an initial three months, but is likely to be extended

Role reports to Licensing Manager.

Job Purpose:

To undertake Licensing, Enforcement and contracts administrative duties in respect of the day to day work of the Licensing function.
To carry out all aspects in regard to taxis (includes all vehicles under 9 passenger seats) of the administration, review and planning of Special Needs and Social Care Transport,
To assist the Licensing Manager and Taxi Licensing & Contracts Team Leader in all aspects of the Taxi and Private Hire licensing system and inspection and monitoring of Passenger Transport Services provided by contractors.
To assist the Licensing Manager and Taxi Licensing & Contracts Team Leader in all aspects of Licensing appropriate to the level of this post.
To provide inspection and monitoring support to other teams in Passenger Transport.

Key Accountabilities:

Hackney Carriage and Private Hire Licensing

1. Assist the Licensing Manager and Taxi Licensing & Contracts Team Leader in all aspects of Hackney Carriage and Private Hire licensing, including processing new and renewal licence applications making up vehicle plates and maintaining computerised databases and manual records as required
2. Carry out taxi and private hire vehicle inspections.
3. Supervise and assess knowledge tests.
4. Respond to customers and telephone enquiries from the Hackney Carriage/ Private Hire trades, advising on Legislation and Local Policies regarding licensing conditions
5. Assist the Taxi Licensing & Contracts Team Leader in carrying out enforcement of Hackney Carriage and Private Hire legislation.
6. Monitor and inspect licensed vehicle operations, including obtaining booking records for investigation. Investigate, record and report all complaints relating to licensed vehicles and instigate enforcement or other corrective action as appropriate, including the issuing of defect notices. Arrange and attend multi agency checks.
7. Assist with and carry out test purchases and investigations relating to breaches of licensing regulations.


1. To assist the Licensing Manager with general licensing activities, including joint working on projects relating to the night time economy and other appropriate licensing activities.
2. To assist with licensing enquiries, including the receipting and processing of applications for a range of licences along with undertaking consultation processes and drafting licences.
3. To carry out inspections of licensed premises as required and supervised by the Licensing Manager.
4. Input all ranges of licences onto the specialist software database
5. Work with main partners on joint enforcement as required by the Licensing Manager

Adult and Children Services Education & Social Care Transport

1. Visit each Educational establishments, day centres or units where transport is provided as required by the service level agreement. Monitor for contract compliance, carry out spot checks and identify and report any defects found. Arrange and attend multi agency checks
2. Use specialist knowledge to assess and instruct on the correct use of wheelchair fixing equipment. Visit day centres and make home visits to assess wheelchairs for use on wheelchair accessible vehicles. Monitor for contract compliance carry out spot checks and identify and report any defects found

Additional responsibilities.

3. Investigate and rectify daily operational problems occurring with all Mainstream Education, Special Needs Education and Social Care Transport. During term times, be available for early morning office cover, currently from 0800hrs.
4. Assist to arrange provision and administration of Special Needs home to school transport and Day Centre transport on behalf of Children Services and Housing and Social Care Directorates, within the context of local policies and national legislation.
5. Check and process all invoices and claims from transport providers.
6. Assist to manage contractors, monitoring of contract performance and compliance and appropriate action in respect of problems, failures and complaints.
7. Record, monitor and report expenditure for Mainstream, Special Needs and Ad-hoc and Emergency transport.
8. Assist with the review and revision of existing transport arrangements and contracts as required, invite tenders, award new contracts and negotiate contract variations as necessary.
9. Maintain and update computer databases of contract and financial data.
10. Undertake any duties as may be required from time to time, appropriate to the grading of the post.

Supplementary Accountabilities:

1. To provide administrative and technical support to the Licensing team on the full range of its functions
2. Assist the Licensing manager with the development of the licensing software system and run appropriate reports as identified.

Typical tasks: Prepare and issue Licence plates, badges and licences, deal in person with customers. Progress new driver applicants through process from Knowledge testing to issue of licence

Knowledge & Experience:

Educated to GCSE level standards or equivalent including Mathematics and English Language, or have experience within the fields of transport, Taxi Licensing, Education or Social Care.
Experience of customer liaison including face to face meetings/discussions.
Knowledge and understanding of taxi licensing legislation, general licensing, special needs and specialist transport.
Health and Safety Awareness.
Negotiation and influencing skills.
Considerable clerical/administrative experience
Ability to remain calm under pressure.
Problem solving skills.
Good written, verbal and communication skills

PC software literacy including Word, Excel, Access – word processing, databases, spreadsheets, email and internet.
Qualification, or working towards qualification, in licensing enforcement (NALEO Level 5 or equivalent)
This post will be subject to clearance by the Criminal Records Bureau (CRB).

Features of the Role
The post although office based during the normal working week does require the working of unsocial hours during the late evening/ early morning including late evening/ early morning on Saturdays and Sundays. This is for the enforcement of licenses. It will require at these times and for these activities lone working. These hours will form part of the normal 37 hour week.

Health & Safety:

In accordance with the provisions of the Health & Safety at Work etc. Act 1974, you must take reasonable care so as not to endanger yourself or other persons whilst at work. You must also co-operate with the Council to enable it to comply with its statutory duties for health and safety.
You must work in accordance with training or instructions given, make proper use of any personal protective equipment provided and inform your manager of any hazardous situations or risks of which you are aware.
You must ensure you undertake responsibilities relating to your position as detailed within your Directorate Health & Safety policy.
